3000 is considered as normal  for most fresh IT graduates from NTU or NUS. No matter from PRC or local. Actually you can find many PRC students from NTU or NUS who can speak English even better than normal local students, Singlish or English~whatever
One of my friend, graduated from CE, NTU two years ago,  with a starting pay of 3150, now earned 3900++, he was just an average student when we were classmates in NTU.
