前一阵忙， 现在上来更新下，答案有了， ICA回复了：
The $90/- payment that you have make are for the Issuance Fee $60/- and Multiple Journey Visa Fee $30/-.
The Multiple Journey Visa is tie to the validity of the Long-Term Visit Pass Fin card tobe issued to her during the completion of formalities.

这个VISA Fee是LTVP 有效期内的多次往返签证的费用。 以前没去想， 现在完全明白了。
也就是说， 如果LTVP批准后， 在有效期内不需要出入新家坡的， 就不需要选择VISA is required, 也就不用支付这个30块， 不过5年内不出入境几乎不可能啊， 所以还是要付的啦。
