如果真的是，夫妻双方都必须PR满3年，那么就要拦截很大一批人了。比如一方拿了PR6年以上，另一方才拿到PR。

HDB 的解释，不是很清楚。感觉是主申请人必须是3年以上PR。

在想，否则的话，如果单亲PR带不到3岁的孩子咋办。
