向MOM申请结婚，如何使用 iSubmit ?

在申请表的第一页，有这样两段字：

======第一段=======
You may submit the completed application form and its enclosures via:
1. post to ...Ministry of Manpower...
2. iSubmit web portal...

======第二段=======
Key Information:
The applicant (Non-Citizen) or proposed spouse (Singapore Citizen/Singapore Permanent Resident) should mail the duly completedapplication form and photocopies of the following documents to the Marriage Screening Section, Work Pass Division:
- the applicant's recent passport-sized photograph
...

第一段说可以用 iSubmit 来提交相关材料。
第二段又说要邮寄。

这是不是有点矛盾啊？

有人试过用 iSubmit 提交申请的吗？
iSubmit 怎么提交相片？也是直接扫描吗？那还不如直接手机拍一张发过去方便？
