第一次申请 请问这个list a9 是合同嘛

这个是合同嘛 还是要公司出信？【小公司，不会出信的 ，我们公司看不给外劳任何方便】

如果没有，就拿合约，银行流水等代替，还得一封解释信解释为啥公司不出信。。。
