查了网站，应该属于replacement of DL：

If your driving licence is misplaced, defaced or lost, you can apply for a replacement at

the Traffic Police Headquarters, No.10 Ubi Ave 3 Singapore 408865.

When applying, please bring along a matt/semi-matt finish passport-size colour photograph

with white background and a processing fee of S$25.

Note: A Police Report is required for 3rd and subsequent replacement
