Dear Sir
Thank you for your email on 19 Nov 2008.
2 The transfer of REP can be done at the nearest Singapore overseas mission or at Permanent Resident Services Centre, 5th Storey of ICA Building on any working days during our operating hours. The PR will be issued with the form - Transfer Form for completion along with a Queue ticket at Queue Ticket Enquiry Counter at the same storey. Please produce both old and new passports during submission for the transfer and it can be processed on the same day.
3 Your friend may wish to visit the website http://www.gov.sg/mfa/consular under "Missions Worldwide" for the locations of the Singapore overseas missions. The applicant will be required to fill-up a transfer form for us to update the necessary changes. The form is only obtainable at the mission.
4 Should your friend decides to transfer her REP after entering Singapore, she may present her old and new passports with REP endorsement in her old passport for arrival clearance at the Singapore Checkpoint.
Yours Sincerely,
